Smeltzer competed in collegiate baseball for the Hyannis Harbor Hawks of the Cape Cod Baseball League in 2015.

Smeltzer was assigned to the Arizona Dodgers of the Rookie Division of the Arizona League, where he worked 10.2 innings of relief baseball, went 0-2 with a 7.59 ERA, and posted a record.

He was transferred once more to the Great Lakes Loons of the Class A Midwest League in 2017.
In 2017, Smeltzer initially started eleven games for the Lakes. Later, he signed with the Rancho Cucamonga Quakes of the California League’s Class A-Advanced division, where he played in fifteen games.
For the two teams, he finished with a 7-7 record and a 4.17 ERA. He changed teams again for the 2018 campaign, this time joining the Tulsa Drillers of the Class AA Texas League.
